Rapid City Finance Office requesting full council to add $50.7 million to 2025 budget

RAPID CITY, S.D. (KOTA) – Rapid City may have to add another $50 million to its budget.

That’s how much the City Finance Office is requesting be added to the 2025 budget to cover several expenses, including the water reclamation facility project.

The city’s Legal and Finance Committee is recommending that the full City Council approve the request.

The city’s finance director, Daniel Ainslie, said over half of the total amount would go to the water reclamation facility’s south plant improvements project.

The $207 million project, the city’s largest infrastructure project to date, has been under construction since summer 2024.

Because the current facility is outdated, new treatment facilities are being built at the south side drive campus, east of town.

“Our construction (is) actually proceeding a little bit faster than what we had anticipated when we adopted the 2025 budget about 18 months ago,” said Ainslie. “And so, because of that, there’s some additional construction bills that we are going to end up paying in 2025 that we had thought we were gonna pay in 2026.”

Ainslie said the city currently doesn’t have the budgeted authority to make the payments, but that could change on Monday.
