Oracle Cloud has been selected as the next platform for Ohio University’s human resources and finance enterprise resource planning (ERP) system following a comprehensive evaluation process. This system will replace Oracle E-Business Suite, which has been in place for more than 25 years.
Oracle Cloud was selected based on the strength of its data, analytics and reporting capabilities, which are critical to improving insight and supporting data-informed decision-making across the institution. Equally important, Oracle’s product roadmap, continued investment and strong position in the broader market provide confidence that the platform will mature in ways aligned with OHIO’s long-term needs.
The system also offers modern finance and HR capabilities within a framework familiar to many faculty and staff, while recognizing that meaningful transformation will be required. In addition, this selection positions OHIO to improve digital experiences while containing the long-term costs associated with maintaining our current environment.
AMP: Administrative Modernization Program
The implementation of Oracle Cloud is planned to begin in January 2027 as the Administrative Modernization Program, with a targeted go-live date in January 2029.
The Administrative Modernization Program is not simply a technology replacement. Its purpose is to modernize processes, strengthen how we work together, and improve the overall experience for students, faculty and staff. This work is supported by funding approved by the Ohio University Board of Trustees in January 2025.
Expected benefits of the project include:
- Less paper, fewer workarounds: Moving common HR and finance processes from paper and email to secure digital workflows.
- Fewer systems to manage: Consolidating multiple tools into an integrated platform, reducing manual entry and handoffs.
- Clearer, more consistent processes: Standardizing core processes so similar tasks are handled consistently across the University.
- Better access to information: Providing timely, reliable information to support everyday work and decision-making.
- Stronger security and resilience: Improving data protection, compliance and continuity by replacing aging, customized systems with a modern platform.
Next steps
The next major milestone will be the selection of a system integrator partner to work alongside OHIO experts to configure and implement the new platform. The system integrator will be selected through a competitive RFP process, with vendor presentations planned for early 2026.
Prior to implementation, OHIO will also establish a project leadership team; complete outstanding projects in human resources, finance and information technology; and evaluate ERP-related software applications to determine if they can be improved or managed through Oracle Cloud.

Faculty and staff involvement and feedback throughout the project is critical to ensure that new system is implemented in a way that best meets OHIO’s current and future needs and will be invited during each major phase of the project in ways that align with roles, experience and expertise
