ARTA Targets mining, infrastructure and semiconductors for buisness reforms

The Anti-Red Tape Authority (ARTA) is doubling down on minerals, mining, infrastructure, energy, and semiconductors as top priority sectors for streamlining business processes, cutting red tape, and attracting foreign investments.

Director General Ernesto Perez emphasized that these industries are critical to economic growth, yet remain buried under bureaucratic delays. “Mining, infrastructure, and energy are key to long-term development, but excessive permitting and outdated processes are slowing them down,” he said.

Foreign investors, especially in semiconductors, have been pressuring the government to ease business entry rules, citing changing US trade policies that favor friendshoring and nearshoring over reliance on China. Major foreign chambers have also urged the Philippines to improve ease of doing business to remain competitive in the global supply chain.

“We need to move fast because investors are watching. If we don’t fix red tape now, we lose out to Vietnam and Indonesia,” Perez warned.

With ARTA pushing for automated, AI-driven business registration and faster permitting, the agency hopes to speed up approvals in these industries by the end of 2025.
